Sumario:A positive response to delicts requires up to date substantive and procedure laws which respect man. However good these laws may be, they are applied by the judicial organ who must be impartial in order to arrive at the truth and justice. The current research, besides establishing the principles that must lay the foundation to the impartial role of the judicial organ, seeks to elaborate a comprehensive justice delivery which involves the promotor of justice, the accused, the victim, and the community under the direction of the impartial judicial organ in order to lead them all to the ultimate goal, the salus animarum.
