Sumario:Welcome to the Rising Stars Forum! The forum is held in conjunction with the prestigious ACM MobiSys conference, in the modern and beautiful city of Seoul this year. The Rising Stars Forum is a direct continuation of Ph.D. Forum in previous editions of ACM MobiSys, but recreated this year to focus on providing a venue to young scholars at various stages in their career, ranging from before entering the Ph.D. program to after starting their first full-time research position, to gain feedbacks for their new research ideas. The forum also aims to address various issues that are faced by young scholars. Through keynotes and panels by several senior scholars with the brightest minds in our community, we hope that the participants can have an easier time overcoming these common obstacles. The forum also includes presentation sessions where young scholars would present their early-stage research works alongside senior scholars providing real-time and offline suggestions. Different from most workshops and conferences, the forum has a technical program committee formed by young scholars in the community, such that they can gain experience in the review process. In this year's forum, each of the submitted papers is reviewed by at least three committee members. At the conclusion of the review process, we accepted 10 full papers, which will be orally presented at the forum. The proceeding of the forum includes seven of these 10 papers, with the authors of the other three choose to only orally present their paper at the forum. Our thanks go to technical program committee members for providing timely and high-quality reviews.
