Sumario:The authors of the book point out the importance of teachers being proponents of continuing education programs, based on the needs they point out. This perspective, which gives teachers a voice, has been shown to be fertile in the development of processes of this nature, as it considers fundamental the role of subject-teachers in implementing changes that are necessary in school practices and curricula. Proceeding the needs survey with a significant sample of 533 teachers, in ten municipalities in the region, with the collaboration of UNDIME - National Union of Municipal Education Directors, and developing a critical and contextualized analysis of the results, the authors present indications and proposals for the implementation of policies for continuing education that overcome possible waste of resources in specific, fragmented and external actions to the real demands of schools and teachers. By valuing the critical and reflective training of these subjects, they align themselves with perspectives that surpass the instrumental technical rationality of teaching competences, characteristic of neoliberal governments that blame teachers directly for school failure, devalue their university training as an intellectual and researcher and do not invest in improvement of the infrastructure necessary for quality teaching work or in the teachers' career and salary conditions.
