Sumario:With the territorial reconfiguration and the establishment of the Palestinian Authority which followed the Oslo accords, then the upheavals linked to the second Intifada, the orientations and priorities of Palestinian NGOs have obviously evolved, especially for those with a link with the issue of "returning to the land". PARC, an agricultural development NGO created more than twenty years ago, remains officially attached to the Palestinian People's Party (formerly the Palestinian Communist Party), from which it originated; it has become more professional and has considerably extended its outreach to the Palestinian population. It is recognized by international donors, and its budget far exceeds that of the Palestinian Ministry of Agriculture. Between complementarity and competition, how are its relations with the Palestinian Authority articulated? What are its strategies to maintain its legitimacy with the population, but also with donors? This book describes in detail the interactions, the balance of power and the power issues that are created between these various actors. The Palestinian case turns out to be quite specific in terms of the definition of governmental and non-governmental; but this very specificity makes it a sort of laboratory for relations between the associative sector and a state in the making. With the rise of NGOs in developing countries and the current enhancement of the notion of civil society, NGOs have become a major subject of research.
